10 March 2008 -Thomas Henry Winterfeld passed away at age 84 at Baltimore Washington Medical Center after a week-long illness. Mr. Winterfeld was born Sept. 21, 1923, in Berlin, Germany, and was raised in Berlin, Vienna, Austria; and Paris. He earned a master's degree at Northwestern University. He worked as a Oceanographer for the Department of Commerce-NOAA, Unicef, and other agencies. He was IODE Chair at the IODE Committee Sessions in 1979 (New York) and 1981 (Hamburg).

Thomas Winterfeld is survived by his wife, Sue T. Newman Winterfeld; son Dorian Winterfeld of Greenbelt; two stepsons, David Turner and Mark Turner of Queen Anne; and four grandchildren.

A memorial service will be held at 1 p.m. Saturday at Bond Chapel, 6735 Quaker Neck Road in Chestertown. Memorial contributions may be made to the American Heart Association, P.O. Box 5216, Glen Allen, VA 23058, or to the American Cancer Society, 1041 Route 3 N., Gambrills, MD 21054.

1 March 2008: Mr Li Zhanbin has started work at the UNESCO/IOC Project Office.

Mr Zhanbin has been seconded to the Project Office for a period of 1 year, funded jointly by the National Marine Data and Information Service, People's Republic of China and the Government of Flanders (Visiting Experts programme, IOC Project Office for IODE)

Mr Zhanbin is originally from the Province of Shandong (China), where his wife and sonli_zhanbin.jpg are living. He works as an IT specialist at the National Marine Data and Information Service (NMDIS) in Tianjin, China (140 kilometer southwest of Beijing). Li is specialized in Marine Data Processing, Marine Database Development and Marine Information System Design, especially remote monitoring systems of wind, wa ves and tides in the Chinese ocean observation network.

Mr Zhanbin will assist the Project Office team with the maintenance and development of new IT infrastructure and technology for oceanographic data management. His combined expertise in IT and oceanography will be much appreciated.

Paris, FRANCE – February 22, 2008 – EBSCO Information Services (EBSCO) has recently joined forces with Hasselt University Library, Belgium, and the IODE (International Oceanographic Data and Information Exchange) programme of the Intergovernmental Oceanographic Commission of UNESCO (IOC) to develop a global Open Science Directory. The Open Science Directory, which utilizes EBSCO’s A-to-Z® locator product to provide access to useful scientific information needed in many of the world’s developing nations, has originally been developed by EBSCO and Hasselt University Library based upon a request by marine information management experts collaborating within the framework of the IOC's IODE programme. Available via the Internet at no charge, the Open Science Directory provides developing regions a comprehensive search tool for all open access and special program journal titles. Designed to enhance access to these collections by providing direct links to journals and articles in the EBSCO A-to-Z title database, the Open Science Directory offers immediate access to approximately 13,000 scientific journal titles, with an objective of 20,000 titles midway through development. Among the main open access collections in the Open Science Directory are DOAJ, BioMed Central, HighWire Press and PubMed Central, and special programs HINARI, AGORA and OARE. On 21-22 February 2008 the IODE Workshop on Coastal Atlas requirements was organized at the IOC Project Office for IODE, Oostende, Belgium. The meeting was organized to investigate ways to improve interoperability between Atlases and what can be learned from other atlas projects. [read more about the outcome ]

12 February 2008: The Report of the IODE/JCOMM Forum on Oceanographic Data Management and Exchange Standards is now available. The aim of the workshop was to get broad agreement and commitment to adopt a number of standards related to ocean data management and exchange, thereby assembling not only the agreed conditions by which we operate, but in fact enact these agreements in our respective organizations. Oostende, 11 February 2008: IODE launched its IODE.Projects Project Management tool today. This new service for the IODE community enables you to set up and manage your own groupware site for the management of a project. Its main features include defining tasks, milestone (with email reminders), uploading of files (with versioning). [read more ]
