RESULTS AND REPORT

The IODE session was attended by 155 participants from 65 IOC Member States and 9 organizations. To accommodate participants from the wide range of time zones two plenary sessions of two hours were held on each day of the session (07:00-09:00 UTC and 15:00-17:00 UTC).

During its 26th session, the Committee focused its attention mainly on the following key issues: (i) review of NODC health status within the IODE network; (ii) IODE project and activity performance evaluation methodology; (iii) future of the IODE Ocean Data and Information Networks (ODINs); (iv) establishment of the ODIS project and associated partnership centre; (v) contribution of IODE to the UN Decade of Ocean Science for Sustainable Development; (vi) revision of the IOC strategic plan for data and information management (2022-2025); (vii) revision of the IOC oceanographic data exchange policy; (viii) performance review of the IOC Project Office for IODE; (ix) (first) international ocean data conference (November 2021); and (x) work plan and budget for 2021-2022.

The Committee adopted five decisions and four recommendations.

The report of the meeting is available as IOC/IODE-XXVI/3. In addition, an executive summary of the report was made available to the 31st Session of the Assembly (June 2021) where IODE matters were discussed under agenda item 3.4.2. Three additional documents were prepared for the IOC Assembly: (i) IOC-31/3.4.2.(Doc(1) Establishment of the IOC Ocean Data ad Information System (ODIA); (ii) IOC-31/3.4.2.Doc(2): Proposed arrangements to revise the IOC Oceanographic Data Exchange Policy; (iii) ioc-31/3.4.2.DOC(3): Renewal of the Memorandum of Understanding between the Flanders Marine Institute (VLIZ) and the IOC regarding the IOC Project Office for IODE, Oostende, Belgium.

IODE-XXVI established xxx inter-sessional working groups:

  1. IODE Intersessional Working Group (IWG) to identify the IODE contribution to the UN Decade of Ocean Science for Sustainable Development (2021-2030)
  2. IOC inter-sessional working group on the revision of the IOC Oceanographic Data Exchange Policy 2003 (2019) (IWG-DATAPOLICY)
  3. Inter-sessional working group to revise the IOC Strategic Plan for Oceanographic Data and Information Management (2017-2021) (after closing a similar group established at IODE-XXV, see below)
  4. Inter-sessional working group to draft the new structure of the iODE web site

INVITATION

IOC Circular Letter 2829 has been sent out on Friday 22nd January 2021. The deadline for designation of official delegates was 1 February 2021. A preliminary list of participants based on previous communications with IODE national coordinators for data management, IODE national coordinators for marine information management, ADU contacts and AIU contacts was prepared and has been updated with official designations (in response to CL 2829) and is available HERE

PRE-COMMITTEE WORKING GROUPS (1)

As the time available for the plenary meetings was limited (2 hours/day) and we had to take into account the wide range of timezones the plenaries focused on adopting draft decisions, recommendations and adoption of work plan and budget only. Substance discussions as well as drafting and discussing of draft recommendations and decisions were therefore organised informally prior to the plenary Sessions (in February, March). All Member States that registered for participation in IODE-XXVI were welcomed to participate in these meetings and were urged to join the groups dealing with items in which they have special interest. Information on the plenary groups is available BELOW.

AGENDA AND TIMETABLE

The provisional agenda is available HERE. An ACTION PAPER was prepared and was the main working document for the plenaries. It included introductions for all agenda items (no presentations were possible during the plenaries except for agenda items that were dealt with by pre-committee working groups (see pre-committee working groups mentioned above). The IODE-XXVI plenaries were limited to two hours. These 2-hour/day blocks were repeated with the same agenda later each day to allow for the widest participation of Member States with respect to their time zones. Accordingly, the plenary sessions were held on Tuesday 20, Wednesday 21, Thursday 22 and Friday 23 April 2021 as follows:

-       T1: 07:00 UTC (09:00 CET) – 09:00 UTC (11:00 CET) for zones UTC+5 to UTC+12
-       T2: 15:00 UTC (17:00 CET) – 17:00 UTC (19:00 CET) for zones UTC-8 to UTC +4

 WORKING LANGUAGE OF THE SESSION/TRANSLATION OF WORKING DOCUMENTS

For practical and financial reasons it was not possible to provide simultaneous interpretation during the plenary sessions and pre-committee working groups. Accordingly the working language for the plenaries and for the pre-committee working group was English. The Action Paper was available in English, French and Spanish.
