Purpose of post: Under the general supervision of the Executive Secretary IOC, and under the particular supervision of the Head of the IOC Project Office for IODE, the incumbent will assist with the implementation of IODE regional capacity development programme activities with special attention to Africa, at the IOC Project Office for IODE in Oostende, Belgium.
Main responsibilities:
- Coordinate the implementation of the ODINAFRICA-IV (Ocean
Data and Information Network for Africa, 4th Phase) including
administration of the project; organization of meetings and training
courses; drafting and processing of contracts and agreements;
preparation of financial and technical reports as required by
UNESCO/IOC and project sponsors;
- Promote the ODINAFRICA-IV
projects through web sites, brochures as well as participation in
relevant scientific and technical events;
- Coordinate and
assist with the implementation of other IODE Ocean Data and Information
Networks, in close consultation with the IODE Project Office Training
Coordinator and Head of the IOC Project Office for IODE;
- Seek extra-budgetary funding to complement available UNESCO and Extra-budgetary funds;
Profile:
- Advanced university degree (MSc or higher) in Marine Sciences
or Geophysics (or equivalent), and at least 7-10 years of progressively
responsible and relevant experience, of which 3-5 years has been
acquired at the international level;
- Proven experience in planning, implementation and evaluation of projects/programmes;
- Proven
coordination, communication and interpersonal skills including the
ability to constructively interact with the scientific community as
well as government representatives and other officials;
- Aptitude to work under pressure and tight deadlines, as well as flexibility to adjust work schedules according to needs;
- Strong IT skills (office applications, website management using Joomla CMS, notions of html) ;
- Familiarity with UNESCO administrative procedures is desirable;
- Excellent knowledge of English; Knowledge of a second IOC working language is desirable.
Conditions of employment:
UNESCO’s salaries are calculated in US dollars but mainly paid in local
currency (Euro). They consist of a basic salary and a post adjustment,
which reflects the cost of living in a particular duty station and
exchange rates. In addition, a family allowance will be paid for staff
members with a dependent family. Other benefits include a pension plan
and medical insurance.
Status, obligations and privileges:
Individuals holding an ALD have the status of staff members of UNESCO
and will be entitled to the privileges and immunities accorded to that
status.
Duration of appointment: This Appointment of Limited Duration
(ALD) will have an initial duration of one year and may be extended to
not more than four (4) years.
Probationary period: ALD staff shall be subject to a period of probation of three months
Medical clearance: Medical clearance is required for all candidates prior to appointment.
Travel and related entitlements:
ALD staff will be granted travel and shipping entitlements: (i) initial
travel to the duty station upon appointment and repatriation travel to
the place of recruitment or country of nationality upon separation from
service (applicable to the staff member ONLY); (ii) unaccompanied
shipment of personal effects of up to 100 kilos, by surface or air
which ever cost is lower, upon appointment and upon completion of
service. In addition a lump sum travel allowance will be paid upon
completion of service.
Leave: Annual leave with full pay shall accrue at the rate of
two and a half days for each complete calendar month of continuous
service.
