IODE has established a number of specialized groups that facilitate the coordination of its activities:
IODE Project Steering Groups
Each IODE project is managed by a Steering Group. Members of the IODE community can at any time propose the establishment of a new "project". This proposal is then submitted to the IODE Committee that considers the proposal and if it agrees with the proposal IODE can adopt either a decision or recommendation (to the IOC Assembly) to establish the project. In that case terms of reference of the project need to be provided and adopted, as well as terms of reference of the project Steering Group and initial membership. Procedures that describe how to submit a proposal (including filling a template, including a SWOT analysis, etc.) are described in IOC Manuals and Guides No. 81.
IODE projects (Both global and regional) can have a limited timespan with clearly defined end deliverables or they can be long-term projects.
Ongoing projects are also evaluated regularly. At the end of every calendar year an "IODE Annual Report form" needs to be submitted which will reviewed by the IODE Management Group. In addition, prior to every IODE Committee Session the reports are collated and each project is requested to provide a 2-year work plan and budget for consideration by the Committee.
Project funding can be sourced from either the UNESCO/IOC Regular Programme funding, unearmarked contributions to the IOC, or extra-budgetary funding. Large-scale projects are generally funded from extra-budgetary sources provided by IOC Member States or other organisations.

IODE Working Groups
Working Group are established during Sessions of the IODE Committee. They are established to deal with specific issues (often of strategic importance) during the next inter-sessional period (usually 2 years). At the next Committee Session, the IODE Committee can decide to close the Group (usually because it has completed its work) or to continue the group (if it has not completed its work).

Tasks Teams
Task Teams are small groups that need to deal with a very specific task over a short period of time. They are established by the IODE Committee
